What Is the 400% FPL Cliff?

The Affordable Care Act provides premium tax credits (subsidies) to help people afford health insurance purchased through the marketplace. Under the original ACA rules, these subsidies are available to households earning between 100% and 400% of the Federal Poverty Level (FPL).

The problem? At exactly 400% FPL, subsidies don't gradually phase out — they disappear entirely. Earn $1 over the limit, and you lose thousands in annual subsidies. This is the “subsidy cliff.”

For a family of 4 in 2025, the cliff hits at $128,600 in annual income. Below that, you get help. Above it, you pay full price.
